What is outplacement?

The term outplacement refers to support offered to the employees that have been laid off by the company. This is a programme whose aim is to help former employees through the transition to new jobs and help them re-orientate to the job market.

When are lay-offs monitored?

The district labour office monitors a lay-off when a company dismisses at least 50 employees during the period of three months.

What should the employer do in such a case?

If you intend to carry out monitored lay-offs, you should report it to the district labour office, appropriate for the location of the employer. Subsequently, you consult with the district governor the scope and forms of support that are to be offered to the dismissed workers. The programme consists of work exchange service, vocational counselling, training courses and aid in active search for work.

Useful information

The programme offers support to the employees that are to be dismissed, are during their notice period as well as those who were laid off no longer than 6 months before.

The programme may be realized by:

  • the district labour office,
  • the training institutions,
  • the employment agency

It may be financed by:

  • only the employer,
  • the employer and proper administrative units,
  • on the basis of agreement between the organizations and corporate bodies with the participations of the employer.

The employer may also establish a training fund which will cover the training allowances. Training allowances are paid out on the request of the worker. The employee may receive the allowance for the period of up to 6 months after the termination of the employment contract, provided that the worker is still participating in the training course.

The training allowance is paid out every month in the amount equal to the employee’s remuneration, calculated as for the annual leave. However, the benefit shall not exceed 200% of the minimum remuneration for work. Check the current rates.

The employer receives the reimbursement of the costs born on the social insurance contributions in the amount regulated by the separate provisions.
