Rights of the disabled registered with the district labour office

As an unemployed disabled person or disabled person seeking employment being not employed, you may take advantage of:

  • the aid in active search for a job – which consists in preparing the unemployed and those seeking employment to cope with seeking and undertaking employment, which is achieved through:
    • the participation in training focused on job seeking skills,
    • the participation in unemployment prevention classes,
    • the access to information and digital databases, aimed at acquiring skills in job seeking and self-employment
  • work exchange service – which consists in:
    • helping the unemployed and those seeking employment in undertaking appropriate employment and helping the employers in finding employees with the expected vocational qualifications,
    • gathering job offers,
    • providing employers with information on job candidates corresponding to the submitted job offer,
    • informing the unemployed, those seeking employment and employers about the current situation and expected shifts on the local labour market,
    • initiating and organizing contacts between employers and the unemployed and those seeking employment,
    • cooperation of district labour office in exchange of information on potential employment and training within the territory of their operation,
    • informing the unemployed about their rights and obligations.
  • vocational counselling – consists in helping the unemployed and those seeking employment in selecting an appropriate vocation and work place, and in helping employers in selecting candidates for a post that requires special psychological and physical predispositions, and in particular in:
    • providing vocational information,
    • providing counsel within standardized methods that facilitate selection of vocation, change of qualification, undertaking or changing employment,
    • directing people to undergo specialized psychological and medical examinations essential before undertaking any work or training.
  • EURES services are related to European Union and European Economic Area and consists in:
    • helping the unemployed and those seeking employment in undertaking appropriate employment, pursuant to the provisions on free movement of labour in the European Union,
    • helping the employers in acquiring employees with the expected vocational qualifications,
    • initiating and organizing contacts between employers and the unemployed and those seeking employment,
    • counteracting and fighting against the emerging obstacles in the mobility of freedom,
    • informing about the conditions of labour markets which includes information on deficit and surplus of professions and occupations,
    • initiating and managing international projects.
  • training courses - education outside schools, aimed at gaining or developing vocational and general skills and qualifications which includes the skill of seeking employment.

As an unemployed disabled person or disabled person seeking employment being not employed, you may also take advantage of the following labour market instruments:

  • trial period – is a process of acquiring practical vocational skills by an unemployed person who realizes tasks in a place of work, and does so without concluding an employment contract.
  • vocational training at the workplace (for adults) – it is a labour market instrument directed at the unemployed and some individuals of those seeking employment whose aim is to enable you to broaden your knowledge and gain new qualifications and skills certified by the documents issued at the end of the training which – in consequence – will increase your chances on the labour market. During the training you will be provided with technical as well as practical knowledge vital for performing a given occupation.
  • intervention works – refers to employing an unemployed person as a result of a contract concluded by the employer with the district governor, aimed at supporting people whose situation on the labour market is special.
  • public works – refers to employment of an unemployed person at the works organized by social welfare centers or non-government organizations dealing, according to their statutes, with issues related to environment protection, culture, education, sport and tourism, health care, unemployment and social welfare, as well as waterway companies and their associations, if their works are financed or co-financed from the means of territorial self-government, the state budget, target funds, non-government organizations, waterway companies and their associations.
  • socially useful works – is a labour market instrument aimed at the unemployed. It is organized by the community, social welfare institutions and charity organizations. Socially useful works are carried out on the basis of the agreement between the district governor and the community where the unemployed person lives or resides. The district labour office returns up to 60% of the minimum allowance (paid out to the unemployed) to the community.
  • training loan – a loan granted to an unemployed person and that seeking employment to finance a training course, undertaken by the person without an assignment from the district labour office.
    financing costs of examinations and licenses – is realized by the district governor at the request of an unemployed person or a job-seeker. The following may be financed: costs of examinations after which certificates are issued, diplomas, certificates, occupational powers, professional titles, costs of acquiring a license required to practice a profession. The district governor will finance the costs of examinations or licenses in the amount not exceeding the average remuneration for work.
  • post-graduate studies – is a labour market instrument whose aim is to enable you to broaden your knowledge and gain new qualifications, which – in consequence – will increase your chances on the labour market.
  • scholarship for continuing education – is a labor market instrument whose purpose is to support the unemployed who decide to continue education in order to improve their vocational qualifications.
  • reimbursement of the costs borne on the maintenance of the child – the possibility that the district governor will refund the documented costs of the maintenance of:
    • a child or children under 7 years of age,
    • a dependent person, that is a person in need of permanent care due to the health condition, connected by family ties or kinship to the person covered by the services or instruments of the labor market, or sharing the household with such a person.
  • reimbursement of the costs borne on accommodation or commuting – if an unemployed or a job seeker undertakes employment or other paid work outside the place of residence, the district governor may refund the costs of commuting or accommodation. Similarly, the costs may be refunded in the case of a trial period, vocational training at the workplace, intervention or public works, training courses, vocational counselling or aid in active search for work.   
  • one-off subsidy for undertaking business activities – is a labour market instrument aimed at people who want to receive means for undertaking business activities. If you are a disabled person registered as an unemployed person or an unemployed job seeker, you can be granted a subsidy in the amount up to 15 times the average remuneration for work. One of the conditions is that you will conduct the business activities for at least 24 months.
