Resources from the Labour Fund

If you want to receive means for undertaking business activity, you have to be an unemployed person registered with the district labour office or a graduate of social integration centres or social integration clubs.

If you want to receive means for undertaking you have to be an unemployed person registered with the district labour office or a graduate of social integration centres or social integration clubs. Additionally, you have to meet the following requirements:

  • during the period of 12 months preceding the day of submitting the application you did not refuse without a justified reason an adequate job offer or any other form of aid offered by your district labour office,
  • you have not received from the Labor Fund or other public funds any non-returnable means for undertaking business activities, or agricultural activity or establish or join a social cooperative,
  • during the period of 12 months preceding the day of submitting the application you did not undertake any business activities,
  • during the period of 2 years preceding the day of submitting the application you were not sentenced for any offences against public trade,
  • social co-operative that you want to join is not behind with paying social insurance premiums or other public levies nor you have any outstanding civil obligations.

You should submit an application to the district labour office appropriate to your registered address or the place where you intend to run your business. The application form must be complete and properly filled in. The chances of receiving the subsidy depend on the financial means that the district labour office has at its disposal.

You can receive means for undertaking business activity in the following amount:

  • up to 600% of the average remuneration for work for undertaking business activities,
  • up to 600% of the average remuneration for work  per a single founding member of a social co-operative, 
  • up to 600% of the average remuneration for work per a single member joining the social co-operative.

The aid is non-refundable. You have to pay only to the revenue office the tax calculated on the purchased goods and services under the granted refund. Information about the amount of the grant can be found on the website of the Ministry of Labor and Social Policy.

When applying for the subsidy from the Labour Fund, your application has to be complete and properly filled in and submitted to the appropriate district labour office and contain the following information:

  • the amount of subsidy you would like to receive,
  • the type of business you are going to conduct - a description of the business environment, competition,
  • estimated costs of the business,
  • sources of costs funding and information on activities that have been taken to support the business start-up, relating in particular to the premises,
  • necessary permits and underwent training,
  • detailed specification and the schedule of purchases under the proposed measures,
  • the expected economic effects of your activity,
  • a detailed shopping list,
  • attachments (e.g., permission to conduct a business activity).

If you have never conducted before any business activity, you can ask for advice the labour office.
When applying for a grant, remember about sureties. They may take a form of:

  • surety,
  • bill with the bank's aval,
  • bank guarantee,
  • pledge on rights or things,
  • lock the bank account,
  • deed of submission to enforcement by the debtor

If the application is accepted , the contract will be signed. The office usually within a week transfers funds into the account of the applicant. The agreement states that the applicant is to spend the received money during the period of 30 days after the date he starts to conduct the business  and to substantiate the granted resources  with the invoices within the period specified in the contract not exceeding two months from the date the activity was undertook. The applicant is required to run the business for at least 12 months, only then the grant is non-returnable.

Every district labour office may have its own specific provisions on granting means for undertaking business activities which are determined by their internal regulations

The subsidy will have to be returned, if you  violate the conditions of the agreement.
